Energy Affordability Messaging Toolkit

Overview

This Toolkit explores effective messaging for clean energy and affordability policies and is designed to be used alongside NCEL’s Energy Affordability Briefing Book. The content is organized around three policy categories: Delivering Near-Term Relief (Section 1), Protecting Customers & Reforming the System (Section 2), and Building a Low-Cost Clean Energy Future (Section 3). Each section includes an overview, key messages, corresponding policy options, and questions that legislators can expect from constituents. This Toolkit also includes quotes taken directly from stakeholder interviews, providing further context for the messaging strategies provided. Finally, certain sections in the Toolkit provide deep dives on featured policy options contained within the companion Energy Affordability Briefing Book. These featured policy options are either widely applicable to state legislators or require specific messaging support to facilitate deeper understanding.
