Legislators in Oregon and Washington or working on cutting greenhouse gas emissions by setting a price on carbon in the 2018 legislative session. Lawmakers in Oregon are looking to a “cap-and-invest” system, similar to California’s, while those in Washington are looking at a direct tax on carbon. If successful, both states would reinvest their new revenue back into community projects allied with climate change mitigation and adaptation efforts. They would join California and British Columbia in a Pacific front that prices carbon.
