Oregon Lawmakers Unveil Carbon Pricing Bills

State legislators in Oregon intend to move forward legislation that would reduce greenhouse gas emissions via a “cap and invest” system. Known as the Clean Energy Jobs bill, the policy would establish limits on greenhouse gas emissions in the state and require the largest emitters to purchase allowances to cover their output, similar to California’s system. Revenue generated from the auction of these allowances go to cushion the cost effect on households, investments in communities disproportionately impacted by global warming, and other initiatives to further reduce emissions such as energy efficiency.
